The Cabinet of Ministers has created the Ukrainian Pharmaceutical Agency instead of the State Service for Medicines and Drug Control.
This is stated in Resolution No. 739 of June 4, Ukrainian News Agency reports.
"To create the Ukrainian Pharmaceutical Agency as a central executive body with a special status, the activities of which are directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Health, who implements state policy in the areas of creation, market admission, quality control, safety and efficacy of medicines, market surveillance of medical devices, medical devices for in vitro diagnostics, active implantable medical devices, bioimplants, cosmetic products, circulation of narcotic drugs, psychotropic substances and precursors, counteraction to their illicit circulation, blood donation and blood components, and functioning of the blood system," the resolution states.
The government has decided to liquidate the State Service for Medicines and Drug Control.
It was also established that the Ukrainian Pharmaceutical Agency is the legal successor of the property, rights and obligations of the State Service for Medicines and Drug Control.
The Cabinet of Ministers also approved the procedure for conducting a competitive selection for the position of Head of the Ukrainian Pharmaceutical Agency.
Earlier, the Ministry of Health proposed the creation of the Ukrainian Pharmaceutical Agency, which should become the only modern body of state control in the pharmaceutical sector.
The launch of the agency is planned in several stages:
2026 - creation of the agency, holding a competition for a head, formation of an organizational structure;
from January 1, 2027 - the start of full-fledged work of the Ukrainian Pharmaceutical Agency.
It was assumed that during 2027, a transition period and reorganization of the State Service for Medicines and Drug Control would continue by joining the Ukrainian Pharmaceutical Agency with the preservation of international legal succession of Ukraine.
It was also assumed that the Ukrainian Pharmaceutical Agency would operate under a mixed financing model - at the expense of the state budget, as well as market contributions and fees for services, which is in line with European practice and should ensure financial stability, institutional independence and predictability for business.
The goal of creating the Ukrainian Pharmaceutical Agency was to form a professional, independent and honest pharmaceutical regulator that works according to EU standards, ensures the quality and safety of products and establishes predictable rules for the market.
The Ministry of Health is implementing the creation of the agency in partnership with European experts within the framework of the Twinning project, which is supported by the European Commission.
As Ukrainian News Agency earlier reported, the Cabinet of Ministers previously ordered to create a reserve of critically important medicines and expand purchases for cancer patients.
