Zelenskyy responds to petition against new Civil Code

President Volodymyr Zelenskyy, in response to a petition asking him to prevent the adoption of the new Civil Code (Bill No. 15150) that he cannot remove the bill from consideration by the Verkhovna Rada and asked Verkhovna Rada Chairman Ruslan Stefanchuk to review the proposals outlined in the petition. This is stated in Zelenskyy’s response, published on June 8, to an online petition against the new Civil Code, which garnered the 25,000 votes required for consideration, according to the Ukrainian News agency.

Specifically regarding the initiation of the withdrawal of the draft code from consideration by the Verkhovna Rada, Zelenskyy noted that the powers of the President of Ukraine defined by the Constitution do not include the initiation of the withdrawal from parliamentary consideration of draft laws submitted by other entities with the right of legislative initiative.

The response states that the draft Code was adopted as a basis with provisions to be refined, and that for 21 days, entities with the right of legislative initiative had the opportunity to submit proposals and amendments to the draft Code, which are to be reviewed by the parliamentary committee on legal policy designated as the lead committee for preparation for consideration.

"In light of the above, I have appealed to the Chairman of the Verkhovna Rada of Ukraine, R. Stefanchuk, requesting that the proposals outlined in the electronic petition be reviewed and that the author of the petition be informed of the results of the review," the response states.

As the Ukrainian News agency earlier reported, in May, an electronic petition to Zelenskyy requesting that the adoption of the new Civil Code (Bill No. 15150) be prevented garnered over 29,000 votes in a single day, exceeding the 25,000 votes required for consideration.

In April, the Verkhovna Rada adopted the draft of the new Civil Code in the first reading.

In September 2025, Parliament Speaker Ruslan Stefanchuk stated that he had developed proposals to update the Civil Code to make it a true “supermarket of legal opportunities” for every Ukrainian.
