Attracting foreign labor is considered exclusively as one of tools for overcoming shortage of personnel - Svyrydenko

Prime Minister Yulia Svyrydenko, in response to the petition, states that attracting foreign labor to the Ukrainian labor market is considered exclusively as one of the additional tools for overcoming the shortage of personnel.

"The armed aggression of the russian federation against Ukraine has caused a significant deterioration in the functioning of the labor market, large-scale population displacement, destruction of business infrastructure, reduction in the number of jobs and geographical displacement of economic activity," says Svyrydenko in her response to the petition.

The relevant document is posted on the Cabinet of Ministers Electronic Petitions portal.

The Prime Minister notes that under such conditions, the state's primary task is to attract people who are in Ukraine or may return from abroad to the labor market, including by introducing systematic support for youth, women, veterans, people with disabilities, internally displaced persons and older people, who should receive specific tools - from career guidance and retraining to adapted jobs and inclusive employment programs.

"The attraction of foreign labor to the Ukrainian labor market is considered exclusively as one of the additional tools for overcoming the shortage of personnel," the Prime Minister emphasized.

She also added that the government generally supports the proposal indicated in the petition to attract Ukrainian citizens who are abroad and are ready to return to rebuild the state, while the reservation of such persons should be carried out in accordance with the legislation of Ukraine.

"At the same time, the government continues to take measures to ensure the development of a competitive, open and investment-attractive economy, the implementation of a modern and flexible employment policy for the population. In particular, a draft of a long-term strategy for the economic development of Ukraine "Economy of the Future", envisaged for 15 years, is currently being developed, the purpose of which is to create conditions for attracting investment, accelerating economic growth, bringing Ukraine's income level closer to that of the countries of Central and Eastern Europe, and returning Ukrainians who were forced to leave Ukraine due to the armed aggression of the russian federation against Ukraine," the response states.
