Former Deputy Minister of Defense Ivan Havryliuk has become an advisor on defense and industrial complex issues to First Deputy Prime Minister and Minister of Energy Denys Shmyhal on a voluntary basis. The Ministry of Energy announced this on its Telegram channel, according to the Ukrainian News agency.
"Lieutenant General Ivan Havryliuk has been appointed as an advisor on defense and industrial complex issues to First Deputy Prime Minister of Ukraine and Minister of Energy Denys Shmyhal on a voluntary basis," the statement reads.
Until the end of May, 55-year-old Havryliuk served as Deputy Minister of Defense, where he was responsible for a number of areas related to meeting the state’s defense needs.
Havryliuk served as Deputy Minister of Defense from October 2023; from May 2024 to April 2025 and from June 2025 to February 2026, he held the position of First Deputy Minister of Defense.
From April to August 2022, he served as the head of the Ukrainian working group at the Coordination Headquarters for Aid to Ukraine in Germany.
Previously, Havryliuk served as an advisor to the Commander of the Logistics Forces of the Armed Forces of Ukraine and head of the Main Logistics Directorate, as well as Deputy Chief of the General Staff of the Armed Forces of Ukraine.
The Ministry of Energy noted that Shmyhal’s responsibilities include, in particular, matters related to the defense-industrial complex and the formulation of state military-industrial policy.
It is noted that Havryliuk’s appointment will strengthen coordination in the defense industry sector and cooperation between state institutions on issues related to the development of Ukraine’s defense-industrial potential.
As the Ukrainian News agency earlier reported, on May 20, the Cabinet of Ministers dismissed Deputy Defense Ministers Ivan Havryliuk and Yevhen Moisiuk.
On January 14, the Verkhovna Rada appointed Mykhailo Fedorov as Minister of Defense; prior to this, he served as First Deputy Prime Minister and Minister of Digital Transformation.
On the same day, the Rada appointed Denys Shmyhal as First Deputy Prime Minister and Minister of Energy; prior to this, he had served as Minister of Defense since July 2025.
