EU Council approves seventh tranche for Ukraine for EUR 2.8 billion

The Council of the European Union has officially approved the disbursement of the seventh tranche to Ukraine under the large-scale Ukraine Facility financial support program. The new financial assistance amounts to nearly EUR 2.8 billion. This is stated in a press release from the Council of the EU.

The decision to allocate the funds was made after the Ukrainian side successfully met eleven of the twenty indicators set for this stage of financing.

The current tranche demonstrates Ukraine’s successful completion of a number of previously unresolved commitments. In addition, Kyiv has implemented a whole series of structural measures ahead of the schedule set out in the "Ukraine Plan." Thanks to a new methodology recently approved by the European Commission, Ukraine will, for the first time, receive financial compensation specifically for such early implementation of agreed-upon reforms.

All disbursements under the Ukraine Facility program are strictly tied to the implementation of the “Ukraine Plan.” This document outlines the state’s comprehensive strategy for post-war recovery, reconstruction, and modernization, and includes specific timelines for implementing domestic reforms that align with the overall goals for Ukraine’s future accession to the European Union. The approved seventh tranche will follow the previous, sixth disbursement of EUR 2.3 billion, which the Ukrainian budget received in December 2025.

As the Ukrainian News agency earlier reported, on March 19, the Ministry of Finance presented a draft law on tax changes required by the International Monetary Fund, which specifically provides for the introduction of taxation on income from digital platforms (the so-called “OLX tax”); the establishment of a permanent military levy at a rate of 5%; the abolition of the tax-free import of international parcels; and the introduction of VAT for sole proprietors with annual incomes exceeding UAH 4 million.
