Rada exempts from VAT transactions for supply of ground robotic systems

The Verkhovna Rada has exempted the supply of ground-based robotic systems (GRS) from value-added tax (VAT). According to the Ukrainian News agency, 294 MPs voted in favor of the corresponding bill No. 15259 as a whole, exceeding the minimum required threshold of 226 votes. 

The adopted law provides for a temporary exemption from VAT, until the termination or cancellation of martial law in Ukraine, for transactions involving the supply of ground-based robotic systems within the customs territory of Ukraine for the needs of the defense forces.

The relevant amendments have been made to the Tax Code of Ukraine.

The explanatory note to the bill states that its adoption will allow for meeting the needs of combat military units in securing ground robotic systems, as well as ensuring the efficient use of budget funds during the supply of such systems to the defense forces.

As the Ukrainian News agency earlier reported, in April, President Volodymyr Zelenskyy announced that 25,000 ground-based robotic systems had already been contracted for the needs of the Ukrainian Defense Forces—twice as many as in 2025.
