1.3 GW of new generating capacities will be built within framework of Regional Resilience Plans - Svyrydenko

The government has approved a decision to hold a tender for the construction of over 1.3 GW of new generating capacity as part of the Regional Resilience Plans and has set the terms for the tender. Prime Minister Yuliia Svyrydenko announced this on her Telegram channel, according to the Ukrainian News agency.

"The goal is to strengthen the resilience of the power grid and cover the capacity deficit following Russian attacks on energy infrastructure," she noted.

New capacity will be built in regions where the need is greatest:

Kyiv and Cherkasy Regions — 250 MW;

Sumy, Kharkiv, and Poltava Regions — 872 MW;

Dnipropetrovsk Region — 100 MW;

Odesa Region — 100 MW.

Bids may be submitted within three months of the Ministry of Energy’s announcement of the tender.

According to Svyrydenko, an incentive mechanism is provided for participants: the fee for the service to support the development of generating capacity will amount to up to 27.92 euro cents per 1 kWh for 5 years after the facility is commissioned.

The maximum timeframe for commissioning new capacity is up to 20 months. Requirements for the engineering protection of energy facilities have also been established.

In turn, First Deputy Prime Minister and Minister of Energy Denys Shmyhal announced on his Telegram channel that each facility must now have a guaranteed capacity of at least 10 MW and must be equipped with a second level of protection; construction of new generation facilities is set to begin in late November.

According to Shmyhal, the government expects that the entire planned capacity will be commissioned by the end of 2027; this will become one of the key elements in the development of distributed generation and will also contribute to the formation of a new energy security architecture for Ukraine.

As the Ukrainian News agency earlier reported, in March Shmyhal stated that since October 2025, the aggressor country russia has damaged over 9 GW of generation capacity at thermal power plants (TPPs), combined heat and power plants (CHPPs), and hydroelectric power plants (HEPPs); by that time, 3.5 GW had been partially restored.

In May, Shmyhal reported that of the 9 GW of capacity lost this winter, nearly 4 GW had already been restored; the government is building a strategic reserve of equipment and restoring facilities related to both energy infrastructure and water and heat supply.
