The Cabinet of Ministers has allowed local authorities to directly finance air defense groups (ADG). This was announced by the Ministry of Defense, Ukrainian News Agency reports.
In particular, it is reported that a pilot project to strengthen air defense is being expanded in Ukraine: from now on, local governments will be able to directly finance air defense groups as part of voluntary formations of territorial communities. At the same time, the operational management of these groups remains with the Air Forces of the Armed Forces of Ukraine.
The resolution also regulates the mechanism for paying additional remuneration to fighters of air defense groups, the basis for payment is the confirmed fact of hitting or destroying an air target.
The Ministry of Defense notes that the management of the groups remains within the exclusive competence of the military command bodies: operational planning and management of the groups' actions are carried out by the Air Forces of the Armed Forces of Ukraine through the relevant air defense management bodies, and group members act in accordance with the statutes of the Armed Forces of Ukraine when performing tasks.
As Ukrainian News Agency earlier reported, a pilot project to involve air defense groups as part of the voluntary formations of territorial communities has been in operation since June 2025, in particular, the Cabinet of Ministers allowed the use of private aircraft in air defense.
In March 2026, the Cabinet of Ministers allowed the Air Forces of the Armed Forces of Ukraine to provide critical infrastructure enterprises with air defense means for protection.
