Verkhovna Rada Chairman Ruslan Stefanchuk denies that the new Civil Code restricts or discriminates against the rights of the LGBT community. Stefanchuk made this statement on Facebook, according to the Ukrainian News agency.
In particular, Stefanchuk calls it a myth that the draft of the new Code restricts or discriminates against the rights of the LGBT community.
"The reality is that this is not true. While drafting the document, we applied a clear principle of compromise: if a certain issue sparks heated public debate, we leave its regulation as it is in current legislation. The draft Code does not restrict any rights and preserves the status quo that exists today," he assured.
Stefanchuk added that this in no way prevents members of parliament from submitting individual amendments to the draft law and specific initiatives on these issues, and that parliament will decide on them separately.
As the Ukrainian News agency earlier reported, Stefanchuk previously explained why the concept of "boni mores" ("good customs"), which will govern private relations, appeared for the first time in the new version of the Civil Code of Ukraine.
In April, the Verkhovna Rada adopted the draft of the new Civil Code in the first reading.
The draft Civil Code adopted by the Rada in the first reading stipulates that a marriage registered with a person who has changed their gender is invalid.
In September 2025, Verkhovna Rada Chairman Ruslan Stefanchuk stated that he had developed proposals to update the Civil Code to make it a true “supermarket of legal opportunities” for every Ukrainian.
