Cancellation of criticality status of enterprises IPO - President's Office

Reports claiming that the critical status of certain enterprises—which entitles them to a 50% quota for booking employees liable for military service—has been revoked are part of an information and psychological operation (IPO). Viktor Mykyta, the Deputy Head of the Office of the President, announced this on his Telegram channel, the Ukrainian News agency reports.

"There is no need to scare businesses and entrepreneurs with the cancellation of critical status, as if it were some kind of indulgence. A 50% booking quota of the total workforce is a percentage that, in and of itself, is already a critical threshold for the functioning of any enterprise," he noted.

Mykyta noted that in 2025, businesses paid approximately UAH 1.2 trillion in taxes and fees to Ukraine’s consolidated budget; these funds were allocated, among other things, to the financial support of the Ukrainian Armed Forces and other needs related to the defense and functioning of the state.

"(These funds were also used) to pay the salaries of booked officials who sit in fancy suits and generate this IPO regarding so-called discussions on revoking the critical status of enterprises," he added.

Mykyta noted that the abolition of critical infrastructure status does not mean the automatic transfer of employees to the Defense Forces, but rather the opposite—it sends them toward the Tisza River.

"So don’t ‘sell air’ or ‘miracle cures,’ but focus your efforts on developing mechanisms to enlist over 2 million Ukrainians of draft age who haven’t updated their records, as well as 200,000 military personnel who have deserted their units, to defend our country. Once you’ve sorted this out, we’ll talk about lifting the criticality status for honest taxpayers, he noted.

The Deputy Head of the President's Office emphasized that effective defense capability is impossible without a strong economy.

As the Ukrainian News agency earlier reported, in January the government streamlined booking procedures for critical defense industry enterprises.

In November, the Ministry of Defense approved criteria for identifying enterprises, institutions, and organizations in the defense-industrial complex, the aircraft manufacturing industry, and the space sector as those of vital importance to the national economy and eligible to book up to 100% of their employees liable for military service.
