The National Commission for State Regulation of Energy and Public Utilities plans to consider a draft resolution on raising tariffs for the injection, withdrawal, and storage of gas in Ukrainian underground gas storage facilities (UGS) at its meeting on May 5.
It was reported by ExPro, according to the Ukrainian News agency.
The report states that the calculation of tariffs for natural gas storage services (injection and withdrawal) takes into account:
- the planned annual natural gas injection capacity of 8.08 billion cubic meters per year;
- the planned annual natural gas withdrawal capacity of 8.4 billion cubic meters per year;
- the planned average annual working volume of natural gas storage — 11.27 billion cubic meters per year.
To encourage long-term capacity booking, it is proposed to approve the following coefficients:
- a coefficient that accounts for orders for storage services per year (annual capacity, combined capacity) – at 0.9;
- a coefficient that accounts for capacity orders for the base injection and withdrawal season — at a level of 1;
- at the same time, it is proposed to leave the coefficients that account for service orders on a monthly basis (1.1) and on a daily basis in advance (1.2) at their current levels.
Overall, the National Commission for State Regulation of Energy and Public Utilities proposes to increase tariffs for UGS services:
- Gas storage – UAH 0.45/1,000 cubic meters per day (excluding VAT), compared to UAH 0.4/1,000 cubic meters under the current tariff.
- Gas injection – UAH 360.02/1,000 cubic meters (excluding VAT), 48% higher than the current rate of UAH 253.03/1,000 cubic meters (excluding VAT).
- Gas withdrawal – UAH 360.02/1,000 cubic meters (excluding VAT), 42% higher than the current rate of UAH 243.52/1,000 cubic meters (excluding VAT).

Following approval of the draft resolution, the National Commission for State Regulation of Energy and Public Utilities will accept proposals and comments from market participants, which may result in adjustments to the final tariffs to be adopted.
As the Ukrainian News agency earlier reported, effective July 1, 2022, the National Commission for State Regulation of Energy and Public Utilities increased the tariff for gas storage in UGS facilities by 2.1 times, or by UAH 0.21/1,000 cubic meters, to UAH 0.4/1,000 cubic meters per day (excluding VAT), and the tariff for gas injection was increased by 2.2 times, or by UAH 133.36 per 1,000 cubic meters per day, to UAH 243.52 per 1,000 cubic meters per day (excluding VAT).
