Rada ratifies Convention on establishment of international compensation commission for Ukraine

The Verkhovna Rada has ratified the Convention on the Establishment of an International Compensation Commission for Ukraine. According to the Ukrainian News agency, 283 MPs voted in favor of the corresponding bill No. 0371, exceeding the minimum required threshold of 226 votes.

The Convention was signed on December 16, 2025, during a diplomatic conference in The Hague (Netherlands).

The Ministry of Justice notes that this Convention is a key element of the international compensation mechanism aimed at compensating for the damage caused by russia’s armed aggression against Ukraine.

The International Compensation Commission for Ukraine will function as an independent administrative body within the institutional framework of the Council of Europe; its primary mandate will be to review claims and make decisions regarding compensation for damages, losses, and harm caused by Russia’s internationally unlawful acts in Ukraine or against Ukraine.

The Ministry of Justice notes that the formation of a comprehensive international compensation mechanism began immediately after the start of the full-scale invasion; an important step in this process was the creation in May 2023 of the Register of Damages Caused by the russian federation’s Aggression Against Ukraine, which has been accepting applications from affected individuals since April 2024.

The International Compensation Commission will be the next institutional stage of this mechanism; once established, the Commission will review the submitted claims and make decisions regarding compensation.

The Convention will enter into force once at least 25 signatories express their consent to its binding nature. As of today, 35 states and the European Union have signed the document. It is expected that once the Convention enters into force, the formation of the Commission’s membership will begin, and its practical activities will be launched.

As the Ukrainian News agency earlier reported, in November 2023, the Verkhovna Rada ratified Ukraine’s accession to the agreement on the Register of Damages Caused by the russian federation’s Aggression Against Ukraine.

Starting in April 2024, Ukrainians can submit claims to the International Register of Damages via the "Diia" portal or app.

On April 29, 2026, the International Register of Damages Caused by the russian federation’s Aggression Against Ukraine announced the opening of the first categories for the submission of claims by legal entities, state bodies, and local self-government bodies.
