The Ministry of Development of Communities and Territories has launched filling of the database of prices for construction products and other material resources.
The Ministry of Development announced this, Ukrainian News Agency reports.
"The tool should change the approach to calculating the cost of construction. This primarily concerns projects implemented with public funds or with the involvement of credit financing under state guarantees," the report says.
The Ministry notes that this is the first step towards creating a full-fledged electronic pricing system.
In the future, it will combine several databases - with the estimated cost of integral objects, prices for individual structural elements and approaches to assessing the full cost of buildings throughout the entire life cycle of the object.
It is reported that it is the database of prices for construction products and material resources that is in greatest demand both from the market and from international partners.
At its core is the Codifier of Construction Products, where each material receives a unique code and a clear description.
This allows it to be identified uniformly at all stages - from the project to the execution of the work.
It is assumed that this code will be used throughout the chain: when declaring products by manufacturers, in project documentation, estimates, contracts, as well as in acts of completed work.
Thanks to this, it will be clear what exactly is being purchased and at what price, and the process itself becomes more transparent.
The ministry notes that the system will work gradually.
At the initial stage, it will be filled with data, and users will get used to the new rules.
"It is not necessary to redo already ready-made projects, but for new ones, the use of codes will become mandatory. All key participants in construction - design organizations, customers and contractors - will work with the database. In fact, it covers the entire project implementation cycle - from the formation of design solutions to the execution of work and calculations for them," the message says.
The database of prices for construction products and material resources is filled from several sources: data from the Prozorro system, customs and tax statistics, market analytics, as well as directly from manufacturers and suppliers of construction products.
Separately, price analysis reports generated by construction participants are taken into account.
The new functionality has already been integrated into the Unified State Electronic System in the Construction Sector.
The Ministry notes that instructions, videos, and a series of training sessions will be prepared for users.
The system is planned to be finalized together with the market - taking into account practice and feedback from those who will use it.
As Ukrainian News Agency earlier reported, Prime Minister Yulia Svyrydenko reported that at the last government meeting, important decisions were made to simplify regulation and accelerate reconstruction.
In particular, the government is introducing a framework agreement mechanism in construction projects implemented with public funds; updating approaches to estimates; launches a database of prices for building materials in the Unified State Electronic System in the field of construction; unblocks construction near airfields.
