Remote housing inspection does not work, residents of frontline areas cannot receive compensation for destroyed property - Lubinets

The mechanism of remote inspection of housing is not working, and residents of the frontline areas cannot receive compensation for destroyed property. The Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets has reported this on his Telegram channel, the Ukrainian News agency reports.

"For the third time, I am forced to appeal to Prime Minister Yuliia Svyrydenko to ensure the issuance of certificates for destroyed property in the frontline territories. Currently, this mechanism is not actually working, and the relevant Ministry, despite numerous meetings, has not taken effective steps to change the legislation and provide people with a real opportunity to receive compensation," he said.

Lubinets noted that the problem has remained unresolved for almost a year, especially for those who lost their homes, but their settlements are not occupied by the enemy.

In particular, according to him, 65,567 applications have been filed in the Donetsk Region, of which 37,547 (57%) have been suspended; in the communities: Pokrovsk - 79%, Toretsk - 77%, Kostiantynivka - 68%, Myrnohrad - 60%.

According to the ombudsman, the Ministry of Communities and Territories Development announces figures that are 16 times lower, which means that the relevant ministry either does not have up-to-date data or deliberately distorts them.

Lubinets emphasized that behind these figures are thousands of human stories, people who have lost their homes do not even receive answers for months and live in complete uncertainty, the problem is systemic and is a consequence of imperfect regulatory regulation.

"The right to compensation guaranteed by the state should not remain only on paper," he emphasized.

The Ombudsman added that he expects the Ministry of Communities and Territories Development to take urgent decisions - to finalize the regulatory framework and create an effective mechanism that will allow people to actually receive compensation.

As the Ukrainian News agency earlier reported, in July 2025, the Cabinet of Ministers allowed remote inspection of destroyed housing in areas of hostilities and occupied territories for compensation.
