Ukraine creates network of "energy cells" - Shmyhal

Ukraine is creating a network of "energy cells" - autonomous or semi-autonomous clusters, where critical infrastructure can operate even when the central network is damaged. This was outlined by First Vice Prime Minister, Minister of Energy Denys Shmyhal on the Telegram channel, Ukrainian News Agency reports.

According to Shmyhal, the new energy architecture has three levels:

nuclear generation - nuclear power plants provide stability that cannot be replaced and therefore Ukraine will continue to develop nuclear energy;

new generation - this concerns maneuvering capacities, storage tanks, and new generation at points where the system has a technical deficit; in 2026, a new competition will start for the construction of up to 1.3 GW of new generation capacity where it is most needed: Poltava, Sumy, Kharkiv, Chernihiv, Kyiv, Odesa, Dnipro Regions;

local autonomy - cogeneration, small gas installations, decentralized heat and water supply - is a level where the active involvement of local authorities is required.

As Ukrainian News Agency earlier reported, in early March, Shmyhal reported that since October 2025, the aggressor country of russia has damaged more than 9 GW of generating capacity of TPPs, CHPPs and HEPPs, Ukraine managed to partially restore 3.5 GW.
