Cancellation of parcel benefit will return billions to budget: business urged Rada to adopt law

The largest business associations of Ukraine have urged the Verkhovna Rada to adopt a bill on taxation of international parcels worth up to EUR 150 as soon as possible. The associations, which represent the interests of about 10,000 companies, are convinced that the introduction of VAT will help save money in the Ukrainian economy and support manufacturers.

In particular, statements in support of the bill were made by the American Chamber of Commerce in Ukraine, the European Business Association, the Federation of Employers of Ukraine, the Ukrainian Business Council, the Chamber of Commerce and Industry of Ukraine, the Association of Retailers of Ukraine, the Ukrainian Association of Light Industry Enterprises, and the Association of Information Technology Enterprises of Ukraine.

The European Business Association also called for the preparation of appropriate amendments to the Customs Code of Ukraine regarding the approval of a simplified procedure for administering the aforementioned customs payments.

According to experts, more than half (56%) of international parcels in 2025 did not pay taxes - these are goods worth about UAH 93 billion, because of which the budget lost at least UAH 18.6 billion. And the total losses since the beginning of the war may exceed UAH 43 billion.

"This is an underfunded army and social spending, lost jobs in Ukraine, an underinvested technology sector. The adoption of the bill is a matter of economic justice, the survival of Ukrainian production and the economic security of the state," one of the statements says.
