Bill on taxation of parcels is death of Ukrainian drone industry and not only - Information Resistance

A bill No. 15112 has been registered in the Verkhovna Rada, which provides for the abolition of the tax limit for international parcels worth up to EUR 150. Its adoption will seriously hit the military. The bill proposes to introduce taxation of all parcels from abroad with value added tax (VAT). Until now, only parcels worth over EUR 150 were taxed.

As noted by the expert of the Information Resistance group Oleksandr Kovalenko, if the changes come into force, it will seriously affect the defense forces, Censor.NET reports.

According to Kovalenko, if the tax is introduced, due to the difficulties with its administration and the lack of a financial model for automatic tax payment, AliExpress and similar marketplaces will simply disable delivery to Ukraine.

"Power banks, heating pads, clothing and many other things for the needs of the defense forces are supplied from abroad by private shipments. The state will never be able to compensate for the losses if such deliveries to the army are stopped."

The innovation in taxation may be especially painful for the drone industry.

"The Ministry of Defense does not buy a remote control for a drone or glasses. All these little things are purchased thanks to volunteer assistance or with the soldiers' own salaries. It will be much more difficult to order a remote control for a drone, glasses, adapters and many other equipment without which drones cannot fly," the expert writes.

According to Oleksandr Kovalenko, in the event of the introduction of taxation, there is also a real problem that customs will physically not be able to administer the entire volume of shipments. The waiting time can be calculated in months.

"This bill is sabotage, diversion. You can call it whatever you want - the essence does not change," Oleksandr Kovalenko summarizes.
