Svyrydenko names four key steps to prepare Ukraine for new heating season

Ukraine has officially begun preparations for the next heating season, without waiting for the completion of current challenges. Prime Minister Yulia Svyrydenko announced this during a speech in the Verkhovna Rada.

The government, together with local communities and regional military administrations, has developed special "energy resilience plans", which have already been approved at a meeting of the National Security and Defense Council. This strategy is based on a detailed analysis of the experience of last winter and is aimed at making the energy system less vulnerable to external threats.

According to the government official, preparations for the winter of 2026-2027 are focused on four key components. The first and most important is to strengthen the physical protection of power substations to minimize the consequences of possible shelling. The second direction involves the active development of cogeneration - the simultaneous production of electricity and heat. The third step will be the transition to decentralized heat supply, which will allow individual districts to be autonomous. The fourth component is to provide water supply and drainage facilities with alternative energy sources to guarantee the availability of water even in the absence of electricity.

The financial model of preparation assumes joint responsibility: 30% of the funds are allocated from the state budget, and 20% should be provided by local budgets. Yulia Svyrydenko noted that the financing process has already been launched - last week the government allocated funds to frontline territories, and today, March 27, a decision was made to allocate resources for the remaining regions. The Prime Minister emphasized that the success of the heating season depends on the coordination of all branches of government, and called on MPs to take personal control of the implementation of these energy plans in their constituencies.
