The Cabinet of Ministers has changed the procedure for providing housing assistance to internally displaced persons (IDPs).
This is stated in a message from the Pension Fund, Ukrainian News Agency reports.
The Cabinet of Ministers' resolution of March 18, 2026 No. 390 "On Amendments to the Procedure for Providing Housing Assistance to Internally Displaced Persons" was published on the government portal.
This resolution increased the maximum number of periods for paying housing assistance to IDPs from four six-month periods to five.
In addition, the right of families with IDP children to assistance has been restored: the payment for children is provided regardless of the parents' income, provided that the family meets the criteria regarding the family's property status, actual place of residence, and children's education.
The period from which the child benefit is assigned:
– if the application to the territorial body of the Pension Fund of Ukraine is submitted before May 1, 2026, the benefit will be assigned from February 1, 2026;
– if the benefit is applied for after May 1, 2026, it will be assigned from the month of the application.
The rules for assigning benefits for pensioners and families that include disabled persons have been updated:
- persons for whom the benefit was terminated due to exceeding the average monthly total family income (four subsistence minimums for persons who have lost their ability to work per family member as of January 1 of the year in which the decision to assign the benefit is made) may re-submit documents for the benefit, taking into account the changed subsistence minimum for persons who have lost their ability to work (from January 01, 2026 – UAH 2,595 x 4 = UAH 10,380).
The period from which the payment is assigned:
– if the application is submitted to the territorial body of the Pension Fund by May 1, 2026, the payment will be assigned from January 1, 2026;
– if the application for payment is submitted after May 1, 2026, it will be assigned from the month of the application.
To assign the payment, an application is submitted, to which are attached:
an identity document; a birth certificate (for children under 14 years of age); documents on the powers of the legal representative / guardian, trustee, authorized person of the guardianship and trusteeship body (if necessary); written consent in any form to pay the authorized person assistance from other recipients from the family; other documents that may affect the assignment and amount of assistance.
An application for the assignment of housing assistance to IDPs is submitted to the territorial body of the Pension Fund.
Methods of submitting an application:
– in person at the selected service center of the Pension Fund;
– through an authorized person of the executive body of the village, settlement, city council of the relevant territorial community;
– through the administrative services center (ASC);
– by mail to the address of the territorial body of the Pension Fund;
– online – through the Pension Fund's web portal of electronic services (with a qualified electronic signature - QES).

As Ukrainian News Agency earlier reported, the Pension Fund previously reported that the income threshold for providing housing assistance to internally displaced persons has changed in 2026.
