The temporary head of the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (Asset Recovery and Management Agency, ARMA) Yaroslava Maksymenko failed the test for professional competence, becoming one of 15 candidates who did not pass the threshold.
Yaroslava Maksymenko participated in the competition for the position of head of the Assets Recovery and Management Agency, passing the first stage of selection. However, according to the ex-head of the agency Olena Duma, in the second stage, out of 15 candidates for the position of head of ARMA, only one person passed the test - the head of the Directorate for Legal Policy of the President's Office Viktor Dubovyk.
Thus, the current head of ARMA, appointed in August 2025 by the Cabinet of Ministers as a temporary head, Yaroslava Maksymenko was unable to pass the test for her position.
As Ukrainian News Agency earlier reported, the temporary head of ARMA, Yaroslava Maksymenko, is being demanded through the court to collect arrears for utility bills. On March 3, 2026, the municipal enterprise of the Kyiv City State Administration Kyivteploenergo filed a lawsuit against Yaroslava Maksymenko and her husband Vitalii. Kyivteploenergo is demanding to collect the arrears from the head of ARMA and her husband.
In addition, according to the court registry, In 2023, the temporary head of ARMA Yaroslava Maksymenko was accused and held administratively accountable for violating the procedure for maintaining tax records at the United Mining and Chemical Company (UMCC).
