The Verkhovna Rada has voted in favor of Ukraine's accession to the Convention on Combating Bribery of Foreign Public Officials in International Business Transactions. The relevant Bill No. 0367 was voted for by 299 MPs out of the minimum 226 required, the Ukrainian News agency reports.
The bill was submitted for approval by President Volodymyr Zelenskyy.
The Verkhovna Rada has decided to accede to the Convention on Combating Bribery of Foreign Public Officials in International Business Transactions, done on December 17, 1997 in Paris (France), which enters into force for Ukraine on the sixtieth day after the date of deposit of its instrument of accession.
The Convention establishes a requirement to introduce liability of legal entities for bribery of foreign officials in the national legislation.
This law shall enter into force simultaneously with the law on amendments to the Criminal Code of Ukraine, the Criminal Procedure Code of Ukraine and the Law "On Prevention of Corruption" in connection with Ukraine's accession to this Convention.
Accession to the Convention opens the way for Ukraine to become a member of the Organization for Economic Cooperation and Development (OECD).
As the Ukrainian News agency earlier reported, in October 2025, the working group of the Organization for Economic Cooperation and Development (OECD) on anti-bribery invited Ukraine to join the OECD Anti-Bribery Convention and offered Ukraine full membership in the group.
In 2022, Ukraine sent a request to the OECD, in 2023 Ukraine received the status of "participant" in the Working Group, which allowed it to participate in meetings and prepare for the Convention, in 2023-2024 Ukraine introduced changes to legislation on criminalization of bribery, company liability, whistleblower protection, and the OECD noted the country's progress.
