Spring sowing campaign starts later, but without risks for food security - Ministry of Economy

This year's spring sowing season will start later, but without risks to food security. This is stated in the report of the Ministry of Economy, the Ukrainian News agency reports.

"The spring sowing campaign is starting in Ukraine. This year, the start of field work in most regions is expected to be somewhat later than the average for previous years. The reason is deeper soil freezing and longer snow cover in some regions. Despite this, farmers are entering the active phase of field work, having the necessary reserves of fuel, seeds and other resources," the statement said.

The Ministry of Economy notes that farmers have a stock of basic resources for the spring sowing campaign for at least several weeks, including fuel.

"This is necessary because agricultural production has a long cycle: one harvest a year requires careful preparation in advance. We also purchased fuel for field work in advance, so there is no shortage of resources at the start of the sowing season," said Taras Vysotskyi, Deputy Minister of Economy, Environment and Agriculture.

According to him, a possible increase in fuel prices does not have a critical impact on the production economy, as fuel in the cost structure of certain crops can be 10-15%, so even if it rises in price, the impact on the final cost of production is estimated at only 1-2%.

Traditionally, the sowing campaign begins in the southern regions - Mykolaiv, Odesa and Dnipropetrovsk Regions - and gradually moves to the north of the country.

According to the Ministry of Economy, the area under spring crops in 2026 will not change significantly and will remain approximately at the level of last year, this also applies to the frontline regions, where farmers plan to sow all available and safe land.

In addition, according to the Ministry, most winter crops have successfully overwintered, with losses in most regions not exceeding 3-5%, and in some places none at all. At the same time, in several regions the situation is somewhat more complicated, in particular, in the Kirovohrad Region, losses of up to 30-40% of winter crops are possible, in the Vinnytsia Region - up to 20-30%, in the Dnipropetrovsk, Poltava and Cherkasy Regions - up to 10-20%.

"Even in the regions with higher losses, this does not pose a threat to farms, as winter crops usually occupy only 20-30% of the crop structure. In terms of total production, the losses will be much smaller," Vysotskyi explained.

According to him, at the national level, this winter's weather conditions do not pose a threat to food security.

At the same time, the ministry emphasizes that the state continues to implement programs to support farmers, the key tool remains preferential lending under the program "Affordable Loans 5-7-9%", which has been extended until March 31, 2027, and for the frontline regions - until December 31, 2027, this gives farmers the opportunity to attract the necessary financing for sowing and further field work.

As the Ukrainian News agency earlier reported, on March 6, Prime Minister Yulia Svyrydenko said that to stabilize the fuel market, the Cabinet of Ministers is implementing a set of measures.
