The Security Service of Ukraine (SSU) military counterintelligence detained a russian agent who was preparing a double terrorist attack in Kyiv. This is said in a statement by the SSU.
According to the information available to the special service, the attacker was to plant an improvised explosive device (IED) under the car of a Ukrainian soldier. Then the terrorist planned to remotely detonate the bomb when the soldier approached the car. And after the arrival of emergency services at the scene, another explosive was to be detonated nearby.
"SSU officers exposed the enemy's plan in advance and detained the suspect at his place of residence when he was equipping the IED with mobile phones for remote activation," the special service said in a statement.
According to law enforcement officers, the terrorist attack was prepared by a laborer from the South Caucasus recruited by russians who had been living in Kyiv for a long time. He came to the attention of the occupiers when he was looking for "quick money" on Telegram channels.
After remote recruitment, the foreigner received instructions from a russian special service officer on how to make improvised bombs from improvised means. He ordered the relevant components for the IEDs through websites, and after completing the synthesis of chemical components, he placed them in a food container. Then the offender was to arrive at the place of the parked car in the dark and plant one of the explosives under the hood, the other - nearby.
During the searches, the SSU seized from the detainee a homemade bomb and components for its manufacture, a mobile phone with evidence of cooperation with russia and combat grenades.
Currently, the attacker has been informed of suspicion of preparation for a terrorist act (Part 1 of Article 14, Part 2 of Article 258 of the Criminal Code of Ukraine).
In addition, the issue of additional qualification of the criminal actions of a foreigner for illegal handling of ammunition and manufacturing an explosive device is being resolved.
The perpetrator faces up to 12 years in prison with confiscation of property.
