The Cabinet of Ministers has instructed the Ministry of Defense to create and put into operation the State Register of Servicemen. This is stated in Decree No. 280 of February 25, the Ukrainian News agency reports.
The Cabinet of Ministers approved the procedure for maintaining the state register of servicemen by this decree.
The purpose of the register is to create a unified database of servicemen and automatically assign a unique electronic identifier for unambiguous electronic identification of servicemen and use in information and communication systems, as well as to provide servicemen and their families with public (electronic public) services in the field of national security and defense.
The day the register starts functioning is the day of publication on the official website of the Ministry of Defense of the announcement of the start of its functioning.
The Ministry of Defense must ensure that the state expert on secrets examines the information to be entered into the state register before its commissioning.
Within 4 months from the date of entry into force of this resolution, the Ministry of Defense, together with the Ministry of Internal Affairs and the State Migration Service, must ensure electronic information interaction of the state register of military personnel with the Unified State Demographic Register; together with the Ministry of Finance - interaction with the State Register of Individual Taxpayers.
As the Ukrainian News agency earlier reported, the creation of the State Register of Servicemen is envisaged by the Law "On Military Duty and Military Service".
It is expected that the new register will be the first to include data on servicemen of the Armed Forces of Ukraine and the State Special Transport Service, and in the future it is planned to cover all components of the Defense Forces.
The creation of the state register of servicemen envisages the introduction of a unique electronic identifier Military ID, which will allow data exchange between registers without the use of personal data; expanding the functionality of the Army+ application, including the introduction of an electronic military card; digitalization of most services related to confirmation of service (certificate of form No. 5), which are necessary for obtaining subsidies, benefits, credit programs or weapons permits - without the need to write a report or apply in person.
