Russian occupants deliberately and brutally executed 337 Ukrainian prisoners of war. These data as of the end of 2025 were reported by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets on Tuesday, March 3.

Lubinets spoke during the Interactive Dialogue with the Special Rapporteur on Torture at the UN Human Rights Council meeting. The Ombudsman called for strengthening russia's responsibility for torturing Ukrainians.

"I emphasized that Russia has turned torture into a state policy and uses it as a weapon. According to the UN, more than 95% of Ukrainian prisoners of war are systematically tortured, and as of the end of 2025, 337 Ukrainian prisoners of war were deliberately and brutally executed by the Russians," Lubinets emphasized.

In addition, the Ombudsman appealed to the international community and called for increased pressure on russia, to ensure full documentation of each crime and bring the perpetrators to justice.
