The head of European diplomacy, Kaja Kallas, wants to demand that the aggressor country russia withdraw its troops from the territories of a number of countries as part of negotiations on ending the russian-Ukrainian war.

Radio Svoboda writes about this with reference to the document that Kallas distributed among the countries of the European Union.

The document presents a very "maximalist" view of what russia should do. An unnamed European diplomat told the publication that with this document, the EU is responding to moscow's demands regarding Ukraine

"Getting to peace isn't all about Ukraine conceding. We also have to talk about what Russia must do, ahead of sending any envoy there," another unnamed European official said.

The first section of the document states that russia must respect the independence, sovereignty and territorial integrity of states. It demands not to recognize "de jure" the occupied territories of Ukraine and to demilitarize them.

The next section, entitled "A Secure and Stable Europe," calls for an end to information campaigns, cyberattacks and sabotage against the European Union.

The EU also wants to demand that russia withdraw its troops from the territories of Moldova and Georgia. We are talking about unrecognized Transnistria, Abkhazia and South Ossetia. The bloc also wants the russian army to leave Belarus and Armenia.

The EU document also calls for the elimination of a general amnesty for war crimes, as well as for international investigators to have access to the sites of alleged war crimes. At the same time, no russian law should take precedence over international treaties that define moscow's obligations at the global level.

The text also states that russia should contribute to the restoration of Ukraine, as well as pay compensation to European countries and companies for the losses they suffered in Ukraine.

The last section of the document calls for free and fair elections in russia under international observation, the release of political prisoners, and the abolition of laws that persecute independent media and civil society

As the Ukrainian News agency earlier reported, on February 17, representatives of the European Union joined the negotiations between Ukraine and russia for the first time.
