The budgets of local communities do not have enough funds to implement the government's decision to increase the salaries of teachers and social workers.

This was announced by the head of the Verkhovna Rada Committee on Finance, Tax and Customs Policy Danylo Hetmantsev (Servant of the People) in Telegram, Ukrainian News Agency reports.

"I received an appeal from the head of the Association of Frontline Cities and Communities Ihor Terekhov and directly from the communities regarding the problematic situation that arose after the government adopted resolutions to increase salaries: by 40% for teachers; by 2.5 times for social workers. The decision is undoubtedly correct, but not supported by funding. Most communities are not able to implement it at their own expense," he wrote.

The MP added that the problem is systemic: the list of positions for which an increase is provided is much wider than the list of institutions financed from the educational subvention.

The subvention does not cover the wages of employees of preschool, extracurricular, artistic, vocational education. Also, an increase in wages for employees of the social and rehabilitation sectors has not been provided.

"In this regard, together with colleagues, we registered a bill on amendments to the State Budget for 2026, which provides for an increase in general fund revenues by UAH 20 billion due to additional tax revenues from de-shadowing of the economy and directing these funds to targeted subventions to ensure an increase in wages. The bill has already been signed by 38 MPs. We will insist on its urgent consideration. Raising salaries cannot be a solution without funding. This is the state's responsibility to the people," Hetmantsev concluded.

As Ukrainian News Agency earlier reported, the Ministry of Education previously reported that the wages of pedagogical and scientific-pedagogical employees will increase by 30% from January 1, 2026.
