Dormitories and abandoned administrative buildings to be reconstructed for IDPs - Communities Development Ministry

Ukraine is launching a program to convert empty buildings into housing for IDPs. The project was launched by the Ministry for Development of Communities and Territories and the Habitat for Humanity organization, it is reported on the ministry's website.

It is currently operating in three regions: Kyiv, Ivano-Frankivsk and Poltava.

The plan is to use real estate that has been idle for years to resettle people:

  • uninhabited dormitories and communal facilities;
  • administrative buildings;
  • apartments left without heirs and transferred to the ownership of communities.

Specialists will audit such facilities and check whether they can be repaired. All the data will be entered into a digital system, which is planned to be launched by October 2026. For each building that passes the inspection, the cost of reconstruction will be calculated and work plans will be prepared

This will allow communities not to build a new building from scratch, but to effectively use what is already on their balance sheet.

As the Ukrainian News agency earlier reported, the Pension Fund of Ukraine told how to apply for a subsidy for a family that rents housing and its members have the status of an internally displaced person.
