Rescuers receive low-quality personal protective equipment worth over UAH 14 million. SESU management suspected

The head of a detachment of the Main Directorate of the State Emergency Service in the Khmelnytskyi Region and his deputy were served with a notice of suspicion for purchasing low-quality personal protective equipment kits worth more than UAH 14 million. It was reported by the State Bureau of Investigation.

The investigation found that in 2022, officials organized the purchase of 1,730 chemical protection kits (suit, gloves, boots and suitcase). To win a particular supplier, they created the appearance of competition with three price offers. Two companies turned out to be fictitious and did not carry out the relevant activities.

After the contract was signed, more than UAH 14 million was paid from the budget. The expert examination confirmed that the received kits did not meet the technical requirements: they had unreliable seams, and some of them were without protective glass.

It is noted that the officials were aware of the violations, but did not initiate the return of the products to the supplier.

"This is the same company that previously supplied low-quality protective kits for rescuers in the Vinnytsia Region. The entrepreneur has already been served a notice of suspicion over this fact," the SBI said.

The head of the detachment and his deputy are suspected of abuse of office committed by a group of persons by prior conspiracy, which caused grave consequences (Part 2 of Article 28, Part 2 of Article 364 of the Criminal Code of Ukraine).

The sanction of the article provides for 3 to 6 years of imprisonment with disqualification to hold certain positions for up to 3 years and a fine. The issue of choosing a measure of restraint and removal from office is being decided.
