The number of transactions using payment cards issued by Ukrainian banks and financial institutions in 2025 amounted to 9,512.3 million, and their total amount was UAH 7,157.2 billion, which is 10% more in number and 9% more in amount compared to 2024.
This is evidenced by the data of the NBU, the Ukrainian News agency reports.
In total, 91.6% of the number and 90.1% of the amount of all card transactions were carried out within Ukraine last year, and 8.4% and 9.9% abroad, respectively (in 2024 - 8.2% and 9.9%).
Most payment card transactions were non-cash. Thus, 9,083.5 million non-cash transactions amounting to UAH 4,684.3 billion were made in Ukraine and abroad. This is 11% more by number and 10.4% more by amount than in 2024.
The share of non-cash transactions using payment cards in the total amount of transactions with payment cards increased to 65.4% by value last year and 95.5% by number (in 2024 - 64.5% and 94.6%, respectively).
Cashless payment in the retail network is the most popular payment card transaction.
Analysis of the distribution of non-cash transactions with payment cards of Ukrainian issuers by their types shows that in 2025, the largest number of transactions with payment cards by number and amount was accounted for by payments using payment terminals in the trade and service network. This is 74.3% of the number and 50.9% of the amount of all non-cash transactions with payment cards (more than 6.7 billion transactions worth almost UAH 2,385.4 billion).
Card-to-card transfers accounted for 26.3% (or UAH 1,231.9 billion) by value. Their number was at the level of 7.3% of all non-cash transactions with payment cards.
Payments for goods and services on the Internet accounted for 13.9% of the number and 16.4% of the amount of all non-cash transactions with payment cards. This is more than 1.2 billion transactions for almost UAH 770 billion.
The average amount of one transaction in Ukraine in 2025:
- in the retail network - UAH 354 (in 2024 - UAH 330),
- from a card-to-card transfer - UAH 1,864 (in 2024 - UAH 1,958),
- from payment for goods and services on the Internet - UAH 608 (in 2024 - UAH 561).
Payment card issuance and infrastructure continue to grow.
In 2025, the number of payment terminals in the trade and service networks increased by 12.5% to 558,600 (almost 85% of which are contactless terminals) compared to 2024. This is almost 31% more than the number of payment terminals at the end of 2021. This means that the terminal network in Ukraine has not only fully recovered from the losses of the first year of the full-scale invasion, but also significantly increased the number of payment devices.
The number of points of sale and services that accept payment cards, including on the Internet, also increased by 18.5% in 2025, up to 614,100 (as of January 1, 2025 - 518,400).
The number of operating ATMs remained unchanged in 2025 (15,700).
The total number of payment cards issued by Ukrainian banks and financial institutions also increased last year. As of 01/01/2026, their number reached 148.7 million, which is 12.7% more than in 2024. This is primarily due to the continued issuance of payment cards under government social support programs (National Cashback, Winter Support, etc.).
The number of payment cards used for monthly expenditure transactions also increased at a comparable pace. Thus, the number of active cards increased by 11.4% to 65.4 million (44% of issued payment cards) over the year.
The trend of the previous years to increase the number of contactless active payment cards continued in 2025. Their number in December 2025 increased by 2.5% compared to December 2024 - to 35.9 million cards. Overall, more than half (55%) of active payment cards are contactless.
Tokenized payment cards (NFC technology) also remain popular. Thus, in December 2025, compared to December 2024, their number increased by a quarter (25.9%) to 20.7 million, which means that every third active payment card is tokenized.
As a result, approximately 98% of the number and amount of non-cash transactions in the retail network in 2025 were carried out using contactless payment technology and NFC technology.
As the Ukrainian News agency earlier reported, on June 1, 2025, new restrictions on card money transfers came into force in Ukraine.
For medium and low risk customers, the monthly limit has been reduced from UAH 150,000 to UAH 100,000 per month.
High-risk customers will be able to transfer up to UAH 50,000 per month, the limit remains unchanged.
