International Monetary Fund cancels previous conditions of loan program for Ukraine - Prime Minister Svyrydenko

The International Monetary Fund has agreed to cancel the prior actions for a new USD 8.1 billion loan program for Ukraine - the requirements to introduce VAT for individual entrepreneurs, parcel duties, a tax for digital platforms and the preservation of military duty.

The Prime Minister of Ukraine Yuliia Svyrydenko announced this during a conversation with journalists, Suspilne reports.

The new loan program is expected to be considered at the next meeting of the IMF Board of Directors. According to the prime minister, the conditions were changed after a visit to Kyiv by the head of the Fund, Kristalina Georgieva. According to the agreement with the IMF, all four conditions must now be met after the Board of Directors approves the new program.

"The most sensitive issues of the IMF program are the taxation of individual entrepreneurs. Details are important here. In our work with the IMF, we agreed to raise the threshold for the introduction of VAT for individual entrepreneurs to UAH 4 million, which is the maximum level of VAT on goods in Europe. Thus, these changes will not apply to 2/3 of all individual entrepreneurs," Svyrydenko emphasized.

She announced that one consolidated tax bill will be submitted to the Rada, which will include issues of digital platforms, parcels, and the preservation of the military fee after the end of martial law.

As the Ukrainian News agency earlier reported with reference to the statement of Prime Minister Svyrydenko, in January 2026, the general fund of the state budget of Ukraine received UAH 12 billion less than planned.
