Minister of Social Policy, Family and Unity Denys Uliutin reported that the subsistence minimum and minimum pension can be significantly increased only after decoupling all other payments from the subsistence minimum and carrying out pension reform.

"Regarding the subsistence minimum itself: we must understand... that we will not be able to move away from the current establishment of the subsistence minimum until we decouple all payments that we directly have in our country from the subsistence minimum - these are more than 180 payments," he said.
The first step, according to him, could be the adoption of four bills that are currently in the Verkhovna Rada, which establish a new value - a tool, after which the government will be able to move on to updated approaches to calculating the subsistence minimum.
"Currently, we are already working with the Council of Europe, with our experts, to move on to assessing the subsistence minimum in accordance with international standards and practices - this is when half of the subsistence minimum is calculated according to a person's biological needs, and the other is increased by the index of non-consumer goods. Only in this case will we be able to establish the parameters of the subsistence minimum," the minister said.
Regarding the minimum pension payment, Ulyutin noted that it can be significantly increased only within the framework of the pension reform.
As Ukrainian News Agency earlier reported, in April 2025, the Cabinet of Ministers allowed the Ministry of Social Policy to conduct an experiment for two years with replacing the subsistence minimum with basic social assistance.
The MPs propose that the Verkhovna Rada abandon the use of the subsistence minimum for calculating official salaries and wages of employees of the budgetary sphere and state bodies.
The parliamentarians also propose to abandon the use of the subsistence minimum for calculating fines and fees, and instead propose to introduce a special penalty rate and administrative fee rate.
According to the state budget for 2026, from January 1, the subsistence minimum per person per month is UAH 3,209; for able-bodied persons – UAH 3,328; for persons who have lost their ability to work – UAH 2,595.
