Amount of international assistance will be sufficient for non-issue financing of budget deficit - NBU

The volume of international assistance will be sufficient for non-issue financing of the budget deficit.

This is stated in the report of the National Bank, the Ukrainian News agency reports.

It is noted that the NBU has left unchanged the assumptions about the budget deficit in 2026 - at about 19% of GDP, which is in line with the law on the State Budget. In the future, the figure is expected to decline: to 14% of GDP in 2027 and 9% of GDP in 2028 as security risks decrease.

International assistance will continue to play an important role in financing the budget deficit in the coming years. The NBU assumes that Ukraine will receive USD 51.4 billion from international partners in 2026, USD 42.7 billion in 2027, and USD 21.6 billion in 2028. This will allow the NBU to keep international reserves at a sufficient level to maintain the stability of the foreign exchange market: in 2026 - USD 65 billion, in 2027 - about USD 73 billion, in 2028 - almost USD 71 billion.

As the Ukrainian News agency earlier reported, the National Bank assumes that the net return of refugees may begin in 2027.
