Poroshenko's bank overturns NBU fine in court, regulator preparing appeal

The National Bank will appeal against court decisions to cancel the regulator's decision to impose a fine on JSC IIB for violations in the field of financial monitoring.

This is stated in the message of the NBU, the Ukrainian News agency reports.

The National Bank of Ukraine does not agree with the decision of the Kyiv District Administrative Court of July 16, 2025 and the decision of the Sixth Administrative Court of Appeal of January 20, 2026 to declare unlawful and cancel the regulator's decision to apply a penalty to JSC IIB in the form of a fine for violation of the requirements of the legislation in the field of prevention and counteraction to the legalization (laundering) of proceeds from crime, terrorist financing and financing the proliferation of weapons of mass destruction and will appeal them in cassation.

In March 2025, the National Bank imposed a fine of UAH 20.5 million on the said bank for violating a number of requirements.

As the Ukrainian News agency earlier reported, Poroshenko owns 64.98% of the shares of the International Investment Bank through PJSC ZNKIF Prime Assets Capital.

On February 12, 2025, the National Security and Defense Council (NSDC) imposed sanctions against Poroshenko, as well as businessmen Ihor Kolomoiskyi, Hennadii Boholiubov and Kostiantyn Zhevaho, a former member of the Verkhovna Rada and godfather of russian dictator vladimir putin, Viktor Medvedchuk.

The Committee on Supervision and Regulation of Banking Activities of the NBU on April 28, 2025, recognized Petro Poroshenko's business reputation as the owner of 64,98292% of IIB shares as not impeccable due to the application of NSDC sanctions to him by presidential decree of February 12, 2025.

After that, the National Bank announced that it could deprive Poroshenko of his influence on the International Investment Bank.

In November 2025, the National Bank banned Petro Poroshenko's voting rights for his almost 65% stake in the International Investment Bank.
