The Government of Ukraine has adopted a resolution to introduce a "white list" of Starlink satellite communication terminals. This is necessary in order to minimize or eliminate their use by the army of the aggressor country russia.
Minister of Defense of Ukraine Mykhailo Fedorov announced this on Monday, February 2.
"Soon, only verified and registered terminals will operate in Ukraine. Everything else will be disabled. This is a reaction to the use of Starlink by the Russians. Russian drones equipped with a terminal are difficult to shoot down. They fly at low altitudes, are resistant to EW and are controlled by the operator in real time, even over long distances," the minister wrote on his Telegram channel.
Fedorov explained that the introduction of a "white list" and the disconnection of all other terminals is the only technical solution to this problem.
He added that the process of verification of Starlink terminals will be as simple as possible. Individuals can apply to the Center for Administrative Services, and businesses can register their terminals using the Diia portal.
As for military personnel, they do not need to apply to the Administrative Services Centers, as they already have a separate secure channel in the DELTA system.
"You also do not need to put your own terminals on the balance sheet of the military unit or transfer account data - just protect your terminal from blocking," the minister emphasized.
Occupiers equip their attack drones with Starlink terminals
Earlier in January 2026, it became known that the russians are equipping BM-35 attack drones, which have a range of up to 500 kilometers, with Starlink terminals. This allows the invaders to control these drones in real time, making them much more dangerous than Shaheds that attack targets at predefined coordinates.
As the Ukrainian News agency earlier reported, on January 29, it became known that the Ministry of Defense of Ukraine and SpaceX have started solving the problem of the use of Starlink terminals by russians.
Later, SpaceX founder Elon Musk, an American billionaire, confirmed that the company is working to counteract the use of Starlink terminals in russian UAVs. On February 1, Musk said that the measures taken by SpaceX are already bearing fruit.
