PlayCity completes competition and identified companies that can become official lottery operators under new rules

The state agency PlayCity, created to replace the Commission for the Regulation of Gambling and Lotteries, has completed the competition and identified companies that can become official lottery operators under the new rules.

This is stated in the agency's message, Ukrainian News Agency reports.

The winners of the competition: "MSL", "Patriot", "Ukrainian National Lottery".

The operators have 10 days to submit an application for a license.

After considering the application, the operators will have another 10 days to pay the license fee - 22.4 million hryvnias per year.

After that, the operators will begin to issue and conduct lotteries in Ukraine under the new rules.

They change the regulation of the lottery market and mean:

- transparent electronic reporting;

- real-time sales and payout control;

- equal conditions for all market players;

- more trust for citizens and transparency in the formation of budget revenues.

"The lottery market, which has been operating in the "gray" zone for over 10 years, is entering a transparent plane. This will provide new budget revenues from license fees, greater transparency of this business and player safety. The next step in the reform will be updating the legislation, which will allow opening the market to international companies," PlayCity noted.

As Ukrainian News Agency reported, on November 19, 2025, the Cabinet of Ministers adopted a resolution establishing new and understandable rules for lottery operators developed by the Ministry of Digital Transformation.
