The curfew regime in Ukraine is not being canceled or revised, but it is possible to make point and temporary exceptions in case of prolonged heat or electricity outages. Oleksii Kuleba, Deputy Prime Minister for Recovery and Minister of Communities and Territories Development, said this on his Telegram channel on Thursday, January 16.
Kuleba noted that at the first meeting, the headquarters for eliminating the consequences of Russian shelling of energy facilities in Kyiv separately considered the instructions of President of Ukraine Volodymyr Zelenskyy regarding curfews and the work of the Invincibility Points.
"I emphasize: the curfew regime is not canceled or revised. At the same time, in the event of prolonged heat or electricity outages, the state must act flexibly without violating security decisions... Such decisions can be made only with the participation of the military command and the Defense Councils and only where the security situation allows it. There can be no unauthorized decisions on the ground," Kuleba emphasized.
According to him, the following temporary and point exceptions are possible for:
- ensuring the uninterrupted operation of critical life support facilities;
- providing people with the opportunity to safely get to the Points of Invincibility - by analogy with access to shelters;
- ensuring the operation of institutions that officially perform the function of Invincibility Points.
In addition, a nationwide audit and staffing of the Invincibility Points is underway. They should be provided with round-the-clock operation, backup power, stable communication, water and basic conditions for long-term stay of people, including those with limited mobility, Kuleba emphasized.
As the Ukrainian News agency earlier reported, on January 14, President Volodymyr Zelenskyy ordered to revise the rules for curfew and remove it for some cities and communities during the energy emergency.
