Cabinet of Ministers strengthening control over prices for medicines - Svyrydenko

The Cabinet of Ministers, on behalf of Prime Minister Yuliia Sviridenko, is tightening control over the prices of medicines.

This is stated in a message on the Government portal, the Ukrainian News agency reports.

"Medicines should be available to all people, especially in cold conditions in homes due to Russian shelling of the energy system and severe frosts," said Ukrainian Prime Minister Yulia Svyrydenko.

According to Svyrydenko, the government instructed the Ministry of Health and the State Service for Food and Consumer Protection to strengthen control over prices for medicines in pharmacy chains.

The Head of Government noted that in case of violations in the formation of markups, the Government will respond, namely, applying penalties to business entities.

A list of medicinal products will be determined for systemic monitoring, for which the Ministry of Health, together with the State Service of Ukraine on Medicines and Drugs Control, will constantly monitor prices in pharmacies.

The results of such monitoring will be submitted to the Cabinet of Ministers of Ukraine on a weekly basis.

As the Ukrainian News agency earlier reported, in early August 2025, the AMCU fined the largest distributors of medicines in Ukraine - BaDM LLC and the joint Ukrainian-Estonian enterprise in the form of Optima-Pharm, LTD for UAH 4.807 billion.

In mid-December 2024, the number of pharmacies on the Ukrainian pharmaceutical market was growing, creating the illusion of free choice of medicines for consumers, however, more than 90% of the market is controlled by only two distributors, who dictate their terms to pharmacies, manufacturers and the state.

As of the end of 2025, there are about 18,100 pharmacy outlets in Ukraine, which is about 87-88% of the pre-war level.
