The Verkhovna Rada has launched a reboot of the housing sector in Ukraine. Deputy Prime Minister for Reconstruction and Minister of Communities and Territoriies Development Oleksii Kuleba announced this on his Telegram channel, the Ukrainian News agency reports.
This is how Kuleba commented on the adoption by the Verkhovna Rada in the second reading of the draft law "On the Basic Principles of Housing Policy (No. 12377)."
"This draft law was developed by the Ministry of Communities and Territories Development and actually launches a reset of the housing sector in Ukraine," he said.
Kuleba noted that this law abolishes the Soviet Housing Code, adopted in 1983, and the law on the privatization of the state housing stock, without which it was impossible to build a modern system.
According to Kuleba, social, service and affordable housing are now separated, the law for the first time clearly defines what housing support tools exist and for whom they are intended.
We are talking about:
social and affordable rent with the possibility of rent compensation up to 100% - depending on income and family status;
rental housing stocks that are not subject to privatization;
professional operators responsible for managing such housing;
transparent rules for investors and communities in the housing sector.
Kuleba emphasized the digitalization of the housing sector.
"The queue for housing is preserved, but it becomes completely electronic: without manual intervention, with open records and clear status for each person," he said.
The Minister emphasized that this is a framework law that paves the way for specific tools and programs.
In turn, the head of the Committee on State Power, Local Self-Government, Regional Development and Urban Planning Olena Shuliak (Servant of the People faction) also noted that draft law No. 12377 adopted by the Rada is a framework document that launches a completely new system of housing management in the country.
Shuliak noted that this decision is important not only for people and for reconstruction, it is one of the beacons of the Ukraine Facility program, which means that the implementation of this reform opens up access to the financial support of the European Union for Ukraine, which is necessary for budget stability, economic development and recovery of the country.
"This is not the end, but the foundation has been laid. The next step is implementation, bylaws and practical realization in each community," Shuliak said.
As the Ukrainian News agency earlier reported, in November, the Ministry of Justice assured that the draft law on the digitalization of enforcement proceedings (No. 14005) does not create additional grounds for housing foreclosure.
