Due to systematic shelling of the energy infrastructure, the Kherson Region is launching a large-scale decentralization of heat supply. In 2025 alone, the region's power system suffered thousands of attacks, which damaged five transformers, CHPP facilities, and Khersonteploenergo. The head of the Regional Military Administration, Oleksandr Prokudin, has reported this.
According to him, the dispersion of capacities is a matter of security and survival of the region.
"That is why we are planning and moving to a system of modular boiler houses, small facilities that have autonomous heat sources, which are faster to build and are fixed on a specific location," the head of the region explained.
The authorities are currently working to introduce individual heating in areas where technical capacity allows it. Relevant legislative initiatives have already been prepared to speed up the process.
"At the same time, we have prepared amendments to the legislation that will simplify this transition for the population. Therefore, we are really working on it, and decentralization of heat supply is probably our future," Prokudin concluded.
