Small "ministry of memory" born in Ukraine - Alfiorov

The head of the Ukrainian Institute of National Remembrance, Oleksandr Alfiorov, announced that in January 2026, a new regulation on the Ukrainian Institute of National Remembrance will come into force, which will grant the Institute a special status. Alfiorov announced this on Facebook, Ukrainian News Agency reports.

"We are starting a historic offensive... On January 1, 2026, the Regulation on the Ukrainian Institute of National Remembrance, approved by the Resolution of the Cabinet of Ministers of Ukraine dated December 12, 2025 No. 1643, which grants the Institute a special status, will come into force. A small "ministry of memory" was born in Ukraine," he announced.

Alfiorov noted that in December, in order to strengthen the capacity of the Institute of National Remembrance, the government decided to increase the staff by 22 positions. He added that the Institute is looking for additional funding for this year.

He also noted that in the 2026 state budget, the Institute's budget was increased ten times for the first time compared to the annual budgets of previous years. According to him, the issue of additional premises for employees remained.

"I will make a separate communication about the strange situation with the city authorities and some civil servants on this issue. But, most importantly, from today, the Ukrainian Institute of National Remembrance not only implements a policy in the field of national memory of the Ukrainian people, but also shapes it... Our memory and history are coming out of the defense. We are launching an offensive for our Heritage. We are starting the Reconquista," the head of the institute noted.

As Ukrainian News Agency earlier reported, in December 2025, the Cabinet of Ministers deprived the Ministry of Culture of the authority to form a state policy on national memory and increased the number of employees of the Ukrainian Institute of National Memory by 22 positions - from 71 to 93.

On August 30, 2025, the Law "On the Principles of the State Policy of the National Memory of the Ukrainian People" came into force, according to which the Ukrainian Institute of National Memory is designated as a central executive body with a special status, the activities of which are directly directed and coordinated by the Cabinet of Ministers.

The state budget for 2026 provides for an increase in funding for culture by 45% and strengthening national identity projects, the Ukrainian Institute of National Memory will receive an additional UAH 26 million - 13.4 times more than in 2025.
