The Foreign Intelligence Service of Ukraine (FIS) has made an emergency statement about the continuation of the Kremlin's special operation aimed at disrupting future peace talks to be held under the mediation of the United States. This was reported by the press service of the agency.
According to intelligence officers, Moscow is implementing a comprehensive escalation plan, using both information manipulation and preparation for real terrorist acts. The agency notes that after the incident with the so-called "attack on putin's residence", the Kremlin began to spread new falsifications in order to prepare the domestic and global audience for further aggression.
Ukrainian intelligence predicts the enemy's transition from propaganda to active actions, which may be accompanied by mass casualties among the civilian population.
"We predict with high probability a transition from manipulative influence to armed provocation by the russian special services with significant human casualties. The expected time is on the eve or during the celebration of Christmas according to the Julian calendar," the FIS said in a statement.
A church or other object of high symbolic significance for both sides of the conflict could be the likely location of the provocation.
In order to shift responsibility to Kyiv, the russian side is preparing false evidence. Intelligence has found out that for this purpose it is planned to use the fragments of Western strike drones collected at the front, which will be planted at the site of the terrorist attack.
The department emphasizes that "the exploitation of fear and the commission of terrorist acts with human victims under a "foreign flag" fully correspond to the style of work of russian special services."
Such methods, which were previously used by the putin regime inside russia, are now being scaled up to the external arena to discredit Ukraine.
Concluding the appeal, the Foreign Intelligence Service called on representatives of the mass media to be extremely vigilant and not to become relayers of hostile propaganda. Experts ask journalists to question and carefully check the materials published by the Kremlin and not to spread "russian fakes", since any unverified information may play into the aggressor's plans to disrupt diplomatic processes.
As Ukrainian News Agency earlier reported, counterintelligence and investigators of the Security Service completed the investigation and sent an indictment to the court against an FSB agent who was preparing a terrorist attack in Lviv in July 2025.
