NBU eases number of restrictions to support defense industry

The National Bank has eased a number of currency restrictions as of December 31, 2025, as part of the implementation of the provisions of the legislation on the introduction of the Defense City legal regime to support the defense industry.

This is stated in the report of the NBU, the Ukrainian News agency reports.

The easing of restrictions for Defense City residents, developed together with the Ministry of Defense of Ukraine, will apply to:

- conditions for purchasing foreign currency for importing goods;

- making cross-border transfers from Ukraine for individual transactions.

The changes will support Ukraine's defense capability through proper operating conditions for the defense industry.

The amendments were introduced by Resolution No. 166 of the Board of the National Bank of Ukraine dated December 30, 2025 "On Amendments to Resolution No. 18 of the Board of the National Bank of Ukraine dated February 24, 2022" and came into force on December 31, 2025.

As the Ukrainian News agency earlier reported, the Defense City Initiative is a new legal regime for supporting the defense industry in Ukraine. It was introduced by the Law of Ukraine "On Amendments to the Tax Code of Ukraine and Other Laws of Ukraine on Support of Defense Industry Enterprises", which came into force on October 5, 2025.

The law provides for the establishment of a preferential tax regime for residents of the Defense City and recommends that the National Bank determine the specifics of currency transactions and currency supervision for them.
