NBU Strategy and Development Department headed by Ihor Luzhanskyi

Ihor Luzhanskyi has been appointed Director of the Strategy and Development Department of the National Bank of Ukraine as of December 29, 2025.

This is stated in the message of the NBU, the Ukrainian News agency reports.

The scope of his responsibility in this position will include, in particular:

developing/updating of the Strategy for the Development of the Financial Sector of Ukraine, including coordination of its implementation, including together with other regulators, ministries and departments;

developing/updating the NBU Strategy, organizing and monitoring its implementation;

analytical and organizational support for the work of the Financial Development Committee under the Financial Stability Council;

coordination with stakeholders and coordination of the NBU's position as a participant in other interdepartmental strategic documents;

development and advancement of the strategic analysis and planning function at the National Bank;

development of the operational planning system at the National Bank, in particular in synchronization with other management systems;

strategic management of the development of the National Bank in accordance with today's priority challenges;

development of strategic projects and initiatives, management of the NBU project portfolio, etc.;

development and advancement of business analysis, process management and project activity systems at the National Bank;

coordination and ensuring improvement of the quality of corporate governance at the National Bank;

development of innovations, introduction of artificial intelligence, ensuring work on corporate social responsibility and implementation of ESG principles at the National Bank, etc.

The Strategy and Development Department belongs to the General Block subordination vertical, which is managed by NBU Governor Andrii Pyshnyi.

Before joining the NBU, Ihor Luzhanskyi served in the Armed Forces of Ukraine in 2022-2025. In particular, at the beginning of the full-scale invasion, he volunteered to join the territorial defense as the battalion's logistics chief, was a platoon commander in the 3rd Third Separate Assault Brigade, and finished his career as a company commander in the Nemesis Brigade of the Unmanned Systems Forces of the Armed Forces of Ukraine.

In 2014-2022, he was a co-owner and CEO of a number of technology companies (42flows.tech, Chatbots.studio, Neadevis). In 2012-2014, he worked as the Head of the Management Systems Development Department at DTEK, and in 2010-2012, he was the IT director at SABMiller. In 2005-2010, he was a project manager and business analyst at Luxoft, British American Tobacco.

Ihor Luzhanskyi graduated from Oles Honchar Dnipro National University (2005, specialty "Computer Systems and Networks"). He has a PhD in Technology Management (with honors), which he received during his service in the defense forces.

As the Ukrainian News agency earlier reported, earlier this year, Serhii Khudiiash, who headed the International Cooperation Department, voluntarily resigned from the National Bank of Ukraine on September 9, 2025.
