NBU to check banks for inclusivity after scandal with veteran - Pyshnyi

National Bank of Ukraine (NBU) Chairman Andrii Pyshnyi announced that the regulator will check banks for inclusivity after the scandal with veteran.

The NBU chairman announced this on Facebook, Ukrainian News Agency reports.

"We dedicated this year's final meeting with the largest banks to a topic that cannot be peripheral. Accessibility of financial services for veterans and people with disabilities is a matter of dignity. And responsibility. The situation that happened this week with veteran Ruslan Knysh is not the story of just one bank. It is a challenge for the entire banking system. And therefore, the response to it must be common," he wrote.

Pyshnyi added that the NBU team promptly conducted an analysis of its regulations, rules, and recommendations.

"We expect banks to be critical and proactive. And from managers and supervisory boards - responsible leadership... We expect banks to conduct a detailed analysis and, if necessary, review internal procedures: from customer identification and alternative methods of identity verification to removing physical barriers and adapting products and contracts," Pyshnyi added.

For its part, the National Bank of Ukraine has already taken the first steps and is introducing a new tool within the framework of supervisory procedures.

It is currently being finalized, but a fundamental decision has been made: the accessibility of financial services will become the subject of inspection assessment.

Starting in 2026, NBU inspectors will check whether institutions have established effective management of inclusive financial services.

The focus will be on strategy, organizational and functional structure of processes, products, staff training, and compliance with methodological recommendations provided back in 2024.

As Ukrainian News Agency earlier reported, in Kyiv, a 20-year-old veteran who lost all his limbs in the war was unable to restore his bank card due to the inability to go through the standard identification procedure. The incident occurred at a PrivatBank branch, after which the bank promised to deliver a new card to the serviceman.
