New rules for labeling food packaging in Ukraine

On November 19, 2025, Law No. 2718-IX "On materials and objects intended for contact with food" came into force in Ukraine, which harmonizes Ukrainian norms with EU legislation and establishes new requirements for the safety of packaging, dishes, containers, lids and equipment used in the food industry.

This is stated in the relevant law, Ukrainian News Agency reports.

According to the new legislation, all materials and objects intended for contact with food must be accompanied by clear and understandable information.

In particular, the labeling must contain:

ADVERTISING

- the designation "for contact with food" or a corresponding internationally recognized graphic sign;

- special instructions for safe use - if necessary;

- the name and address of the manufacturer or market operator;

- labeling that ensures product traceability;

ADVERTISING

- for the so-called active materials - information on permitted use and substances that may be released during contact with food.

In addition, additional warnings are provided for cases where parts of the materials are not intended for eating.

In such situations, clear labeling "Do not eat!" is mandatory to avoid mistaken use, especially by children.

The labeling must be made in the state language, be easily readable and applied in a way that makes it impossible to remove it.

ADVERTISING

In retail, it is allowed to place information directly on the packaging, label or next to the product - in the buyer's field of view.

As Ukrainian News Agency earlier reported, in December 2025, a ten-year transition period expires, during which Ukrainian producers were to abandon the use of the name "cognac" and switch to the "brandy" labeling.
