The occupation administration of the Luhansk Region announced the launch of the privatization of the so-called "state property" for 2026, effectively recognizing a critical budget deficit. This was publicly stated by the head of the budget committee of the so-called "LPR" Oleksii Biletskyi, presenting the decision as a tool for "cost optimization" and filling the treasury. The declared minimum plan is the sale of property for at least RUB 120 million, which directly indicates the financial insolvency of the occupation entity, reports the National Resistance Center (NRC).
According to the NRC, this privatization plan was prepared as an emergency mechanism to patch holes in the budget. The occupiers lack subsidies from the aggressor country, the russian federation, and they have no income of their own, so almost any objects can be classified as "unused property" - from administrative buildings to enterprises and infrastructure. This is property that belongs to the people of Ukraine, but is used by the occupation authorities as a source of quick money.
Sources of the NRC report that the real buyers will be exclusively structures loyal to the regime and individuals associated with the administration. Closed procedures, manual approval and undervalued assets are provided for them. In fact, "privatization" turns into a controlled redistribution of property between groups close to the government.
"Such an approach has nothing to do with economic development. This is a legalized sale of Ukrainian state and municipal property for the purpose of temporarily filling the budget. The occupation administration is entrenching a colonial model of governance in which TOT resources are used for the survival of the regime, and not in the interests of the local population," the Center emphasized.
As Ukrainian News Agency earlier reported, the russians have restricted communications and the Internet in TOT under the pretext of "security."
