On January 1, Ukraine will join single roaming space with EU. What will change for subscribers?

On January 1, 2026, Ukraine will become a member of the single roaming space with the European Union, which will force mobile operators to adhere to certain rules.

It is about the integration into the unified European Roam like at Home rules, when subscribers can use calls, SMS and mobile Internet under the terms of their home tariff plan without additional roaming charges in 27 member states. In other words, a subscriber traveling to different EU countries will use mobile services under the same conditions as at home.

At the operator level, the agreement stipulates that mutual settlements between them are made at wholesale call termination rates regulated by the EU - 0.2 euro cents for mobile traffic and 0.07 euro cents for fixed traffic. In addition, the regulation sets wholesale tariffs for calls, SMS and mobile Internet, so operators cannot charge prices above the established limits. Thus, the basic cost of a minute and SMS and the size of package offers with them should be the same for Ukrainian operators starting from the new year, both for services in Ukraine and for services in the EU.

As for the amount of mobile data traffic in package offers, its amount may vary when consumed in different countries. This is due to the "fair use policy", which should protect the market from massive purchases of SIM cards in countries where they are the cheapest for use in countries where the cost of a local operator's package is higher. For example, from the mass purchase of cards of Ukrainian operators for use in Germany. For example, an operator may allow only a part of its bundled traffic to be used abroad, as Vodafone did in its Flexx Go tariff, when only ten GB of mobile traffic out of 25 GB can be used in the EU. The cost of traffic and other services, after using the bundled volume, will be the same in all countries. However, the "fair use policy" stipulates that the company can set a maximum amount of data in roaming without additional charges. After this limit is reached, a surcharge is charged, which cannot exceed the EU wholesale tariff: EUR 1.3/GB in 2025.

All these details will be available in the updated tariffs of the operators, which will be available from January, and for some operators from December 23.

As the Ukrainian News agency earlier reported, on April 15, the Verkhovna Rada adopted draft law No. 12150 (on the implementation of EU legislation on electronic communications), which opens up the possibility for Ukraine to join the single roaming area with the EU.

In turn, in June, President of Ukraine Volodymyr Zelenskyy signed a law paving the way for joint roaming with the European Union starting in 2026.
