The State Savings Bank (Oschadbank) announced that the phased restoration of the trading areas of the shopping and office complex (SOC) Gulliver will begin on December 12, 2025.
This is announced in the bank's statement, Ukrainian News Agency reports.
On December 1, 2025, the Oschadbank Emergency Situations Commission decided to begin the phased reopening of SOC Gulliver following the elimination of the circumstances that led to the emergency situation in certain parts of the building.
Based on the results of the repair and restoration work carried out and equipment testing by specialized contractors, the Oschadbank Emergency Situations Commission decided to open certain parts of the complex for safe operation, namely two floors of its shopping and entertainment part.
Thus, on December 1, the Oschadbank branch located in SOC Gulliver resumed operations.
On December 12, 2025, visitors to the shopping and entertainment part of the complex will have access to the retail spaces of the first and minus first floors.
This date was determined as a result of preliminary negotiations with tenants in accordance with their readiness to fully resume work.
The exact list of stores that will open their doors to customers on December 12 was announced additionally.
In the parts of the building open to use by tenants and visitors, constant monitoring of compliance with civil protection requirements will be ensured.
Regarding the timing of the opening of other floors and the office part of the SOC Gulliver, decisions will be made as the causes of the possible occurrence of an emergency situation are further eliminated - the consequences of deliberate damage and negligent attitude to the engineering systems of the complex by the previous owner.
As Ukrainian News Agency earlier reported, on July 26 of this year, a decision was made to state register the ownership of the Gulliver retail and office complex by a consortium of Oschadbank (80%) and Ukreximbank (20%).
This facility served as collateral for the fulfillment of loan obligations. The collection procedure was initiated by two state-owned banks due to the failure of LLC Try O [Three O] - the debtor, who was the owner of the complex, to fulfill its obligations under the loan agreement.
Following the results of a meeting of the Oschadbank emergency commission on October 30, a decision was made to recognize the situation as dangerous for people's lives and the operation of the complex, which arose, among other things, as a result of the refusal of LLC Three O employees to transfer the critically important engineering communications of the Gulliver SOC to the management.
According to the results of the inspection of the life support systems of the Gulliver SOC, facts of intentional removal, damage and illegal export of equipment critical to the operation of the complex were recorded. The consortium of state-owned banks will initiate the bringing of all guilty persons to civil and criminal liability.
All tenants of the Gulliver SOC have been exempted from rental payments for the entire period of temporary suspension of its operation.
