Ukraine is preparing to introduce VAT for individual entrepreneurs with an income of more than UAH 1 million as part of a new program with the International Monetary Fund.

A source close to the negotiations with the IMF has reported this to the Ukrainian News agency.

The Cabinet of Ministers will prepare tax changes that provide for the introduction of a value added tax for self-employed entrepreneurs with an annual income of more than UAH 1 million.

In addition, the Cabinet of Ministers plans to cancel the tax exemptions for parcels from abroad.

Currently, parcels worth up to EUR 150 are exempt from customs duty.

Also among the conditions is the taxation of income from digital platforms such as Bolt, Uklon, Glovo, Booking.com.

These initiatives are prerequisites for receiving a new IMF program.

As the Ukrainian News agency earlier reported, on November 26, the International Monetary Fund announced a staff-level agreement on a four-year program worth about USD 8.1 billion.

The Board of Directors will approve the program after Ukraine implements the necessary fiscal measures.
